Dependent Handicap Services (DHS) The Dependent Handicap Services (DHS) of Universal Rehabilitation Service Agency (URSA) believes that all individuals should have a high quality of life, which is best achieved through a Wholistic approach. This philosophy is central to DHS, which serves individuals who are profoundly handicapped.
Use of the Wholistic program can be the catalyst for a client being offered choices and making decisions on their own. Many of the clients within Dependent Handicap Services are non-verbal and cognitively unable to present their views by traditional means. It may not be possible for many of our clients to reach a level of independence to live on their own, but it is possible for quality of life issues to be theirs to command. The team approach is incorporated in decision-making. The team includes clients, parents/guardians, staff members and other significant individuals in the client’s life. This approach helps to ensure that all aspects of the person’s life are taken into consideration.
